Delegation was constituted by the Prime Minister Rajiv Gandhi in the month of Feb-March 1985 soon after asuming the office of Prime Minister of India.
High Power Delegation consisted of the following :-
1. Dr.G.V.G.Krishnamurty, then Legal Advisor to Commerce Ministry later secretary to Government to India and Election Commissioner of India as Chief Legal Advisor to the delegation.

2. Mr.Mani Shankar Iyer(then Joint Secretary in PMO)

3. Mr.Arvind Pande(Joint Secretary)

4. Mr.Santanan from Home Ministry and other experts from different deptt. of Govt. of India.

5. Dr.Jai Shankar from foreign office as Secretary to the delegation.

Memorandum of Understanding was signed by Mr.Mani Shankar Iyer on behalf of Government of India and Mr.Dixon on behalf of American Government.
